About usEmployment-Based Initial Teacher TrainersEmployment-Based Initial Teacher Trainers (EBITTs) are relatively new organisations established to deliver employment-based Initial Teacher Training (ITT) in England. Formerly known as designated recommending bodies (DRBs), EBITTs receive annual allocations of training places from the Training and Development Agency for Schools (TDA). EBITTs take responsibility for approving and monitoring training programmes which are largely delivered by schools. Many EBITTs are partnerships of schools, local authorities (LAs) and higher education institutions (HEIs). There are about one hundred EBITTs in England. STTORMMSTTORMM was established as a DRB in June 2002 and after a successful Ofsted inspection in 2005 (PDF download, 364Kb), was recommended as an accredited provider. The eight partners, Salford, Stockport, Tameside, Trafford, Oldham, Rochdale and Manchester LAs, and Manchester Metropolitan University (MMU), are collaborating to provide employment-based initial teacher training (ITT). STTORMM’s priorities are reviewed each year to ensure that they reflect the current needs of schools and any teacher shortages. STTORMM is committed to diversity and welcomes interest from members of groups which are under-represented in teaching. All schools in Salford, Stockport, Tameside, Trafford, Oldham, Rochdale and Manchester are part of STTORMM and may support applications for employment-based ITT, though not all will do so every year as they already have commitments to other forms of ITT. Employment-based ITT enhances the quality of teaching and learning, helps to reduce teacher shortages, and provides greater flexibility for those who find it difficult to access traditional ITT routes. STTORMM has a management group comprising three representatives (one primary, one secondary and one other) from each of the eight partners. OfstedSTTORMM was subject to an Ofsted Inspection which took place in early 2005. Ofsted’s Inspection Report was completed in July 2005 and contained the recommendation that STTORMM ‘meets the requirements for Initial Teacher Training as set out in Qualifying to Teach. Therefore Ofsted recommends to the TTA that this DRB should receive accreditation.’ The STTORMM Ofsted Report July 2005 is available on this website. ManagementSTTORMM is a partnership of seven Local Authorities (Salford, Stockport, Tameside, Trafford, Oldham, Rochdale and Manchester) and Manchester Metropolitan University (MMU). Central management and administration of STTORMM is located at the Towers Business Park. The Training Manager is the lead officer of STTORMM and is nominated by the partners. Each Local Authority partner nominates three representatives to STTORMM’s Management Group, one LA-based and two school-based, one in each phase. Similarly, MMU nominates a lead officer for employment-based routes (EBR), and two EBR tutors, one in each phase. The Management Group meets four times in each academic year to determine the strategic direction of STTORMM. Current membership of STTORMM’s Management Group is detailed below.
Quality assuranceSTTORMM’s provision is monitored by the Quality Assurance (QA) Group who evaluate current practice and make recommendations to the Management Group. Members of the QA Group will have experience as senior teachers, be familiar with employment-based ITT, and are accredited to assess trainees against the Q Standards. Current membership of STTORMM’s QA Group is detailed below.
